25 March 2019: HMRC outline further softening of the TSP
It was announced by HMRC last Friday afternoon, 22 March 2019, that further measures around the Transitional Simplified Procedures (TSP) to support businesses with new customs requirements were needed if the UK leaves the EU without a deal.
HMRC is extending arrangements already announced for traders to use Transitional Simplified Procedures (TSP) which will make importing easier. This includes:
- An extension of the date when the first supplementary customs declarations must be submitted, and any import duties must be paid, to 4 October 2019. Subsequent declarations submitted monthly (6 months before the First Supplementary customs Declaration (FSD) need to be completed after the date of arrival once the UK has left the EU; and
- Making TSP available at all UK ports if the UK leaves the EU without a deal. In other words, this facility is now available for all modes, not just RoRo locations like Dover and the Channel Tunnel, where Imports come from the EU.
